California Assemblymember Chris Ward (D–San Diego) said people who flip houses are contributing to the state’s housing problems. Ward has proposed a bill to impose a 25% tax on all profits from any sale within three years. Ward stated that home flippers drive up the housing cost and price lower income people out of this market.
