California Assemblymember Chris Ward (D–San Diego) said people who flip houses are contributing to the state’s housing problems. Ward has proposed a bill to impose a 25% tax on all profits from any sale within three years. Ward claimed that home flippers have driven up housing prices and priced lower-income buyers out of the market.
