They conducted instead what Aspen Leaf’s school owner called “simultaneous and multi-school raids” at Aspen Leaf’s three schools to verify student masking and interview preschoolers about their experiences.
The San Diego preschool does not allow children to wear masks since last summer. Howard Wu, the owner of the preschool in San Diego said that he was open to discussing the pandemic surrounding not masking children. He also explained the reasons behind it. Full-day child care lasts for three hours so any masking is not a good idea. The policy was supported and accepted by all the families except one in January.
Wu is now speaking out—in the media and on his own website—about the visits from the California Department of Social Services (CDSS), which took place on January 19. The department’s licensing unit privately interviewed children as young 2 years old about their need to wear masks.
Wu described these interviews as “inappropriate and unnecessary.” Wu stated that masks were not required by the school and was therefore open to the idea. He did not need to interview preschoolers prior issuing a warning. Fox said that they could have given us a notice in less than five minutes. He suggested that they would let him take the challenge to Fox through the appropriate channels. “The multi-school raids simultaneously and child interviews felt like a power game.”
Wu made a complaint regarding the agency and cited parents who were not happy with having their little children question by the state.
“I understand that while the licensing agency is authorized to conduct private interviews with the children—this authority was put in place and intended for use when there is a situation of possible abuse, which is ENTIRELY absent from this situation,” commented one parent.
Another commented, “I don’t feel that this interview served my kid’s safety and well-being. I also believe it might have left a negative impression about her obligation to talk with stranger adults in private without knowing caretakers.”
Wu further suggested that Social Services department does not have the power to enforce California Department of Public Health’s Mask mandate.
But the department is not in agreement. Wu was informed by the department that they are authorized to enter licensed child care facilities at any time and without prior notice to ensure compliance or to prevent violations of laws and regulations. Aspen Leaf Preschool received a Type A citation, which is described by the department on their website as the “most serious” type of violation.
The school appealed the citation. It is making masks for children 2 years old and older.

Wyden requests data about DHS financial surveillance.Ron Wyden (oregon Democratic senator) is criticizing the Department of Homeland Security’s bulk and indiscreet surveillance of money transfers between Americans, Mexicans and Americans. Wyden wrote a letter about Homeland Security Investigations (HSI), which was launched in 2019 and ended last January. Wyden addressed it to DHS Inspector General. February 2022 “was the first time anyone in Congress had been told about the program,” in which HSI “used its customs summons authority…a type of administrative subpoena—to conduct bulk surveillance of Americans’ financial records,” wrote Wyden.
Wyden’s staff was told by HSI that they used custom summonses in order to get approximately 6 million records on money transfers exceeding $500 to Arizona, California New Mexico, Texas, and Mexico.
