Lead-based paint was banned for residential use in the United States in 1978. That single date does most of the work in this subject, because it splits housing into two categories and determines which one a property falls into before anybody looks at a wall.

What happens after that split is less widely understood. There are two established ways to test paint for lead, they measure different things, and choosing the wrong one wastes either money or time.

What the 1978 Date Actually Means

The ban applies to residential use. It does not mean every home built before 1978 contains lead paint, and it does not mean homes built after are guaranteed clear, since existing stock continued to be sold and applied for a period.

What the date provides is a threshold for presumption. Regulation, disclosure obligations and contractor certification requirements all pivot on it. A property built in 1974 is treated as potentially containing lead-based paint until testing says otherwise, and the burden sits that way round deliberately.

Older paint also tends to sit under newer paint. Repainting covers a surface without removing what is beneath it, so a room decorated four times since 1970 can still have the original layer intact underneath, waiting for somebody to sand it.

Lead Dust, Not Paint Chips

The mental image most people carry is a child eating a paint chip. That does happen and it is not the main route.

Lead enters a household as dust. Friction surfaces are the reason: a window sash sliding in its frame, a door rubbing its jamb, a stair tread taking footfall. Each movement grinds a small amount of paint into fine particles that settle on sills, floors and toys. A child gets it on their hands, and hands go in mouths.

This is why a flat wall in good condition is a much smaller concern than a window that opens and closes, and why testing tends to prioritize the components that move over the surfaces that are merely large.

Who Is Most Affected

Lead exposure is not distributed evenly across a household. Young children absorb lead more readily than adults and a developing nervous system is more vulnerable to it. Pregnant women are the other group treated as higher risk.

The Centers for Disease Control and Prevention states that no safe blood lead level in children has been identified. That phrasing matters: it is not a threshold below which nothing happens, it is an acknowledgment that a threshold has not been established.

A distinction worth keeping straight is that a paint test and a blood test answer different questions. Testing paint measures lead in a building. A blood lead test measures exposure in a person, it is ordered by a physician, and one does not substitute for the other.

Method One: XRF

An XRF analyzer is a handheld instrument that uses X-ray fluorescence to read lead content through the paint layers, on the spot, without damaging the surface.

Its strengths are speed and coverage. An inspector can test dozens of components in a single visit and produce a reading for each. Nothing is removed, nothing is marked, and the result is immediate. For a whole-property inspection where every painted component needs a verdict, nothing else is close.

Its constraints are practical rather than technical. The instrument contains a radioactive source, so operating one for a formal lead inspection in California requires state certification. Certain substrates can interfere with readings, and results at the margins sometimes require confirmation by laboratory analysis anyway.

Method Two: Bulk Sampling

Bulk sampling takes the opposite approach. A physical chip of the paint layers is removed from a defined location and sent to an accredited laboratory, which measures the lead concentration directly.

The trade-offs invert. It leaves a small mark where the sample came from. Results take a few business days rather than seconds. But the analysis is a direct measurement rather than an instrument reading, and where the question is confined to a handful of specific surfaces, it is usually the more economical route. Testing three components costs three samples. It does not require the survey apparatus that whole-property inspection needs.

The table hides a simpler rule. Bulk sampling suits a defined question. XRF suits an undefined one.

What a Result Does Not Mean

A positive result is not automatically a demolition project, and this is where a lot of unnecessary expense begins.

The finding that actually drives the decision is condition, not concentration. A high reading on an undisturbed ceiling matters less than a lower reading on a window that opens twice a day, because the second one is producing dust and the first one is not.

Two things follow from that table. Exterior surfaces reach the lower rows faster because weather works on them continuously, which is why porches and window trim are so often the first components tested. And the row that catches people out is the last one, because a wall that looks entirely modern can still be a problem the moment somebody puts a sander on it.

Where lead paint is intact, adhered and not on a friction surface, the standard recommendation is to leave it in place, keep it maintained, and manage it rather than strip it. Encapsulation with a specialized coating, or covering a component entirely, both sit well short of full abatement.

Removal done badly is actively worse than leaving the paint alone. Dry scraping, open sanding and heat guns generate exactly the fine dust the exercise is meant to prevent, which is the reason contractor certification requirements exist at all. Under the federal Renovation, Repair and Painting Rule, firms disturbing lead paint in pre-1978 housing and child-occupied facilities must be certified and follow lead-safe work practices.

The Overlap With Asbestos

Lead paint and asbestos-containing materials came out of the same buildings and left construction over broadly the same period. A property old enough to warrant one is old enough to warrant the other, and both questions typically surface for the same reason: somebody is about to start work.

Sampling for both during one visit costs less than two appointments and produces one set of laboratory results covering both. It is a scheduling point rather than a technical one, but it is the reason the two are so often quoted together.

A Free Option Worth Checking Before Paying for One

The Los Angeles County Department of Public Health operates a program called Lead Free Homes LA, which provides lead inspection and lead hazard remediation at no cost for eligible properties built before 1978, with priority given to households with young children.

Eligibility depends on the property, its location and the household, so the county is the place to confirm it. Anyone who qualifies should use it. A testing company that fails to mention a free public alternative is telling you something about how it treats information generally.

What Independence Changes

For paid testing, the same structural point applies here as in any environmental work. A company that tests and then abates has set the scope of its own next invoice.

Testing carried out by a firm that does not perform removal produces a result that can be taken to several abatement contractors and compared on equal terms, and it permits the conclusion that nothing needs doing. The Short Version

Lead paint testing answers a narrow question precisely: does this coating contain lead, and how much.

It does not answer whether anyone has been exposed, which is a medical question. It does not decide what happens next, which depends on condition and location as much as on the result. And it is worth doing before a surface is disturbed rather than after, because that sequence is the entire point of testing at all.
