Federal court-appointed monitors claimed that Los Angeles County Sheriff’s Department jailers routinely break the use-of-force policy. According to a report by the federal court-appointed monitors, jailers have been known to punch prisoners in the head. They also forced inmates to wait for hours before putting on their clothes after completing a mass strip check. The report states that jailers who are found to be violating the use-of-force policy will sometimes receive remedial training. However, “actual discipline” is rarely imposed.
