Decatur’s liquor store owner sued the police officer and city for punching him during a response to shoplifting. Kevin Penn held the shoplifter under gunpoint, and then called cops. Store surveillance footage appeared to have shown Penn loading his gun, and then placing it on a counter. Officers arrested the thief. Three officers confronted Penn over his gun. After Penn claimed he was entitled to a gun, Officer Justin Rippen approached him and punched Penn. Penn was then wrestled to the ground by officers who handcuffed him.
