Kirk Parker Jr. was an employee of Baltimore Department of Public Works. He has been charged for second-degree burglary and theft. Also, malicious destruction of property, as well as two counts of fourth degree burglary. According to police, he attempted to steal an ATM using a municipal truck. The truck was found parked directly in front the ATM. It had chains attached. Police responded to the report of a burglary. The truck’s front license plate was taped and also the emblem of the city were covered. Parker fled to safety on foot and was captured.
